
The instruments come from four countries, with Luxembourg-based ispace-Europe as prime and payload integrator across a consortium spanning five. The ride is ispace's Mission 4, the company's fourth landing attempt: Mission 1 in April 2023 and Mission 2 in June 2025 both ended in hard landings, and Mission 3, the first flight of the same ULTRA lander design, is currently scheduled for 2028. On the evening of 1 September, on the main stage of ESA Space for Inspiration 2026 in Copenhagen, Daniel Neuenschwander, ESA's Director of Human and Robotic Exploration, and Julien-Alexandre Lamamy, chief executive of ispace-Europe, signed the Phase 2 agreement for MAGPIE, the Mission for Advanced Geophysics and Polar Ice Exploration. ESA and ispace-EUROPE each published the signing the following day. ESA calls it its first lunar rover and its first lunar small mission, and Neuenschwander describes it as the first mission of what ESA calls the Moon Explore initiative, aimed at developing key capabilities in a more agile and efficient way.
The rover is planned to launch in 2029 on ispace's Mission 4 lander and to operate for roughly ten Earth days at the Moon's south pole. It carries a drill, a volatile analyser, a ground-penetrating radar and a neutron detector, and its stated purpose is to detect and measure water and other volatiles and to analyse the subsurface geology.
What the €65 million buys
The money was placed in July. ESA awarded ispace-Europe, the Luxembourg-based European entity of ispace, inc., a €65 million Phase 2 contract covering the full remaining delivery of the mission: rover and payload development, manufacture, testing, transportation to the lunar surface, mission operations and the provision of scientific data to ESA. ispace describes it as a first-of-its-kind lunar small mission for ESA, with ispace acting as mission prime, leading mission design, science objectives development, rover development, payload integration and mission operations.
The phrase matters. ESA is not buying a rover and arranging a launch; it is buying the delivery of scientific data from the lunar surface from one contractor, ride included. The contractor is the company that also owns the lander.
The consortium spans five European countries; the instruments come from four of them, with Luxembourg-based ispace-Europe as prime and payload integrator. Technische Universität München supplies an instrumented drill Volatiles Sampler and ESR Technology in the United Kingdom the drill translation unit, both part of what ispace calls the Lunar Volatiles Scout. The Open University supplies an ion trap mass spectrometer volatile analyser, and RAL Space leads the joint assembly and testing of that analyser with Open University support. The Centre for Space Sensors and Systems at the University of Oslo supplies the Lunar RiMFAX ground-penetrating radar. The Institute of Experimental and Applied Physics at the Czech Technical University in Prague supplies the neutron spectrometer suite. For Norway, that is a named instrument on the first rover ESA sends to the Moon, if it does.
The lander
Mission 4 is the fourth landing attempt by ispace, inc. (TOKYO: 9348). The vehicle is the company's ULTRA lander, which ispace says it is developing with funding from a Small Business Innovation Research grant from Japan's Ministry of Economy, Trade and Industry. The high-precision polar landing technology Mission 4 will use was funded by JAXA under Japan's Space Strategy Fund, and ESA and ispace both describe MAGPIE's transport on Mission 4 as enabled through a collaboration between ESA and JAXA.
Mission 3 comes first, and it now has a date. On 29 July 2026 ispace and Mitsubishi Heavy Industries (TOKYO: 7011) signed a contract for launch and transportation services for the Mission 3 ULTRA lander on MHI's H3 rocket, currently scheduled for 2028. That is the same lander design MAGPIE is due to ride a year later, so Mission 3 flies it first. The earlier configuration of Mission 3 has changed: on 15 July 2026 ispace-U.S. and Draper announced that Draper had mutually agreed with NASA to end Commercial Lunar Payload Services task order CP-12, with the ispace-U.S. subcontract expected to terminate mutually as a result.
The record of the first two attempts is on ispace's own site. On 26 April 2023 the company reported that communication with its Mission 1 lander had been lost and that there was a high probability it had made a hard landing on the Moon's surface. On 6 June 2025 it reported that the laser rangefinder on the Mission 2 lander, RESILIENCE, had experienced delays in obtaining valid measurements, that the lander had therefore been unable to decelerate sufficiently, and that it was assumed to have likely performed a hard landing; the technical cause analysis published on 24 June 2025 attributed the outcome to an anomaly in the laser range finder hardware and ruled out the guidance control software, the propulsion system and other systems. The European rover is due to fly on the fourth attempt, in 2029.
The record also contains a remediation step. ispace commissioned an External Review Task Force after Mission 2, and its report, delivered in Tokyo on 27 March 2026, made seven recommendations across three levels. At the operating level, implementing terrain relative navigation and using remaining fuel margin to reduce landing risk. At the system development level, improving vendor selection, increasing testing resources, and improving fault detection, isolation and recovery design and validation. At the management decision level, improving the interaction between ispace and Draper, and reinforcing the company's approach to risk. That is the state of the record at signing.
How MAGPIE was chosen
MAGPIE's route began earlier than the signing suggests. According to European Spaceflight's account, ESA called for small lunar mission ideas in late 2023 and selected eight proposals; seven received €150,000 each to mature their concepts over nine months, while MAGPIE, the only proposal targeting a landing on the lunar surface, was placed on a direct implementation path from the start. The Council decision of December 2025 concerned the seven that had completed their studies: on 16 December ESA selected Máni, the University of Copenhagen's lunar orbiter and Denmark's first lunar mission, a small satellite with a DKK 130 million budget and a separate 2029 launch, to advance to the next phase.
The Space Insights read
The reading that follows is ours. ESA and ispace present the signing as a milestone for European lunar exploration and do not frame it as a procurement choice.
The consequence for European institutes and suppliers is a route. A €65 million ESA small mission can now be contracted end to end to a commercial mission prime that also sells the ride, with universities and laboratories in four countries supplying the instruments. If MAGPIE lands and returns data, that route exists for the next payload. If it does not, the question of whether ESA should buy prime and lander from the same company will be asked with a specific case attached. Either way, the answer comes on a vehicle Europe does not build, and Mission 3, currently scheduled for 2028, flies before it.
What to watch
Mission 3, scheduled for 2028, the first flight of the ULTRA design and the next data point on the lander. ESA's own signal that more information on its small missions is due in October. The instrument deliveries from Munich, the United Kingdom, Oslo and Prague. And whether ESA follows the direct-implementation route for any of the seven concepts it funded at €150,000, which would tell us whether MAGPIE is a first or an exception.
